There is no universal count. Roof area, gutter length, slope, valley concentration, outlet size, and rainfall intensity all affect the answer.
They can carry more water and pass larger debris, but the gutter outlet and upstream system must also be sized correctly. Capacity is limited by the smallest restriction.
It can when the drain is suitable, open, and legally discharged. A blocked or unknown underground line can back water up, so its condition should be understood first.
